First of all,you can do the withstanding test without water resistor.
BUT, The water resistance plays a role in limiting the current. It can protect the test transformer in the case that the tested product is broken down or the high voltage wire falls off the ground during the test.This kind of discharge condition, in the absence of water resistance it will easily lead to the test transformer burnt out.
