A few days ago, we learned from Yichang water conservancy and Lake Bureau that the plan of "one station, one policy" for small hydropower stations in Yichang city has been completed. The plan makes clear the task list of rectification and cancellation, and puts forward specific disposal suggestions for 473 small hydropower stations in the city, including 11 in the category of withdrawal and 462 in the category of rectification.
Yichang is rich in hydropower resources, with relatively dense hydropower stations. The development and utilization of water energy resources not only promote the rural areas to get rid of poverty, but also damage the water ecological environment to different degrees. It is urgent to explore a new path of green development.
Since 2016, the central environmental protection supervision team has been stationed in our city, and the city and county levels have cooperated closely to promote small hydropower consolidation and rectification: revise the water energy resource planning, revise the water energy resource planning of 19 rivers that do not meet the requirements of ecological environmental protection, cancel 81 hydropower stations that were not built in the original planning plan; remove the power stations that affect the ecological environment, and touch the nuclear power of the nature reserve Two power stations in the core area and buffer area have been removed (one has been removed), 9 power stations with low efficiency, shutdown and potential safety hazards have been reviewed and removed; the ecological flow discharge rectification has been implemented, 404 hydropower stations that need to use engineering facilities to discharge ecological flow have been approved, and 148 power station online monitoring facilities have been completed. We improved the legal and compliance procedures, and completed the water intake permit of 463 power stations, the current EIA review and treatment, and the completion inspection of 25 power stations. Vigorously carry out river ecological restoration, build 76 ecological projects, and restore 220 kilometers of river reach.
In July this year, the city issued the implementation plan for the rectification of small hydropower in Yichang Yangtze River economic belt. According to the plan, on the basis of completing the preparation of "one station, one policy", the city will complete the rectification of 404 hydropower stations' ecological discharge facilities, discharge the approved minimum ecological flow and complete the rectification mission of 462 hydropower stations by the end of May 2020. By the end of 2020, the removal and ecological restoration of 10 exiting hydropower stations will be completed, and by the end of 2022, the removal of one hydropower station in the buffer zone of the nature reserve will be completed, the construction of ecological flow monitoring facilities will be carried out, and the online real-time monitoring of key projects will be completed and the provincial online channels will be connected.
