This year, Hainan power grid company, centering on the principle of establishing a first-class international enterprise, comprehensively accelerated the construction of power grid and improved the management level, and strictly controlled the blackout time, especially in the central urban areas of Haikou and Sanya. The blackout time per household dropped dramatically. By the end of June, the average outage time for each household in the central urban area of Hainan power grid company was 0.83 hours per household, a year-on-year decrease of 1.5 hours per household, a decrease of 64.4%, which laid the foundation for realizing the one hour outage time policy in the central urban area in 2020.
Start from the bottom and continue to optimize the main distribution network
Speeding up the construction of power grid is the material foundation of shortening the time of power failure.
At 10:54 on July 4, the main transformer of Sanya 220kV Jiyang substation successfully delivered power, and the 220kV substation with the highest single investment, the highest technical standard and the largest transformation capacity in the history of Hainan power grid was officially put into operation. This is another landmark project put into operation since Hainan power grid implemented the three-year action plan. After the station is put into operation, the power will be transmitted radially to each 110 kV Substation in the urban area. At the same time, with the final completion of the relevant supporting lines of Jiyang substation, the annual average outage time in the central urban area of Sanya is expected to be reduced to 2.5 hours.
According to reports, in 2018, Sanya power supply bureau plans to invest 321 million yuan in grid construction. During this period, the investment in the distribution network plan is 196 million yuan, accounting for 61%. In the plan, 362 new distribution network projects, 353.6 kilometers of new transmission lines and 472 new transformers will be built, which will further improve the power supply reliability including the central urban area.
This year, Hainan power grid continues to increase investment and accelerate the construction of power grid, laying an important material foundation for shortening the blackout time in the central urban area. During this period, Haikou Power Supply Bureau has invested about 2 billion yuan in power grid scheme. By the end of June, 220kV Jiangdong power transmission and transformation project and 156 distribution network projects have been completed and put into operation. During this period, 15 outgoing line projects, including 110kV shangao station substation supporting 10kV Shanhong line, have been completed and put into operation before the peak summer, which effectively alleviates the power supply pressure in Fucheng District of central urban area. At the same time, the Bureau speeded up to deal with the problem that the main network in the central urban area does not meet the "n-1" line, gradually reduced the single line single transformer operation form, and focused on improving the reliability of power supply.
With the implementation of the project and the improvement of cable, the power supply support capacity of the power grid including the central urban area continues to improve.
Strengthen from the source and make full use of multiple management methods
Multi means strict control is the key to continuous optimization of outage target. In order to effectively control the blackout time, Hainan power grid company has done a good job in eliminating the shortage of substation equipment, achieved monthly control, monitored the equipment pre test and regular inspection on a monthly basis, and monitored the completion of the equipment defect elimination scheme on a monthly basis. We will focus on overall planning and summarizing the implementation of blackout schemes, formulate assessment methods for scheme blackout, failure blackout times and blackout time of each distribution line in the province, and implement the management and control of blackout in different levels and levels. All power supply bureaus are required to optimize and summarize the power outage scheme, avoid repeated power outage and try to achieve "one stop and multiple uses". Sanya Power Supply Bureau strengthened the overall planning and organization of power outage demand, with remarkable results. According to statistics, in the first half of the year, the Bureau needs to organize 334 distribution network blackouts, during which 67 blackouts are optimized and summarized. After optimization, the number of blackouts is reduced to 267, with an optimization rate of 20.06%. After optimization, the average outage time from January to June decreased by 1.54 hours compared with the same period last year, which effectively reduced the average outage time including the central urban area.
Live line operation has brought success in reducing the outage time in the central city. In the past year, Hainan power grid company has set the target of live working times for the power supply bureau, broken down the annual development times and controlled them on a monthly basis, which has also effectively reduced the outage time including the central urban area. According to the data, this year, Haikou Power Supply Bureau has carried out 408 live line operations, an increase of 25.38% over the previous year, reducing the average outage time for users by 2.91 hours. Sanya Power Supply Bureau has carried out 84 live line operations, an increase of 64.7% over the previous year, reducing the average outage time for users by 2.37 hours.
In addition, to shorten the outage time, it is necessary to strengthen cooperation within the power supply bureau. In order to improve the rapid response power of distribution network dispatching and power supply service, Haikou Power Supply Bureau strengthened system and mechanism innovation, guided and optimized resource allocation, took the lead in the trial operation of distribution network dispatching service form in Hainan Province, CO operated the service dispatching team of customer service center with the dispatching center, and coordinated the operation of distribution network dispatching, emergency repair command, service dispatching and other affairs. Through this form, all kinds of outage information can be grasped in real time, distribution network faults can be studied and judged in time, the development status of emergency repair can be tracked and calls can be made quickly, which is useful to reduce outage time.
