This is the sixth project approved since the state restarted 12 UHV projects in September last year, with a transmission capacity of 6 million kilowatts. On October 30, it was disclosed that Nanyang Jingmen Changsha 1000 kV high voltage AC transmission and transformation project and Baihetan Jiangsu ± 800 kV High Voltage DC transmission project are expected to be approved within this year. On September 3, 2018, the National Energy Administration issued the notice on accelerating the planning and construction of a number of key power transmission and transformation projects (gndf [2018] No. 70), proposing to approve 12 UHV lines from the fourth quarter of 2018 to the end of 2019.
Up to now, according to the visibility statistics, the state has approved 6 routes in total, namely:
In October 2018, the national development and Reform Commission officially approved Qinghai Henan ± 800 kV HVDC project, with a static investment of up to 22.559 billion yuan.
In November 2018, Henan Provincial Development and Reform Commission approved Zhumadian Nanyang 1000 kV AC UHV transmission and transformation project as a supporting project of Qinghai Henan ± 800 kV HVDC transmission project.
In November 2018, Hebei Provincial Development and Reform Commission approved Zhangbei xiongan 1000 kV high voltage AC power transmission and transformation project.
In January 2019, the national development and Reform Commission approved the ± 800 kV HVDC project from North Shaanxi to Hubei, with a static investment of 17.841 billion yuan.
In August 2019, the national development and Reform Commission approved the Yazhong Jiangxi ± 800kV UHVDC transmission project.
In December 2019, Nanyang Jingmen Changsha 1000 kV high voltage AC transmission and transformation project was recently approved by the national development and Reform Commission.
In terms of the approval peak over the past years, China has experienced two UHV construction peaks since 2011. 2011-2013 is the first round of construction peak; 2014-2015 is the second round.
After 2017, the approval and construction of UHV by the state slowed down significantly. As of March 2018, China has completed 21 UHV projects with a total investment of about 407.3 billion yuan.
Under the background of stable growth and new energy development, in September 2018, the state started to restart the approval and construction of UHV projects, marking the third round of construction peak of UHV.
However, in terms of process, the approval speed of the third round of UHV after restart was lower than expected.
On October 11 this year, Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, premier of the State Council and director of the National Energy Commission, presided over a meeting of the National Energy Commission to study the further implementation of the new energy security strategy, deliberated on and passed the implementation opinions on promoting the high-quality development of energy, and deployed the work of heat preservation and supply protection in this winter and next spring. He pointed out that it is necessary to speed up the construction of large coal and power transmission channels, and develop hydropower and wind We will improve the consumption of clean energy, focus on the short board, and promote the construction of major energy projects.
This means that the approval of the remaining unapproved lines is expected to be speeded up.
Although the State Grid Corporation of China recently issued the notice on further strict control of grid investment, it put forward the investment and construction idea of "three prohibitions, two prohibitions and two no longer". The investment scale of power grid should be strictly controlled based on output and input; the efficiency and benefit should be focused and the investment management of power grid should be strengthened. But in the next two or three years, the approved and to be approved UHV project is still a huge cake for many UHV equipment manufacturers.
Only after the UHV cake is divided, it will be a difficult transformation waiting for these enterprises.
