On February 22, the national development and Reform Commission issued a notice on reducing the electricity cost of enterprises in stages to support enterprises to resume production. According to the notice, the scope of the electricity price reduction is for the power users who are in addition to the high energy consuming industries and are now implementing general industrial, commercial and other electricity prices and large industrial electricity prices. From February 1, 2020 to June 30, 2020, when calculating the electricity fees of the above-mentioned power users (including those who have participated in the market transaction), the power grid enterprises will settle at 95% of the original price level.

To the development and Reform Commission of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, Xinjiang production and Construction Corps, State Grid Co., Ltd., China Southern Power Grid Co., Ltd., and Inner Mongolia power (Group) Co., Ltd
In order to implement the decision-making and deployment of the Party Central Committee and the State Council, coordinate the epidemic prevention and control and economic and social development, and support enterprises to return to work and return to production and overcome difficulties together, we hereby notify the following matters related to the phased reduction of electricity cost of enterprises.
1、 Price reduction range
The scope of the electricity price reduction is for the power users, except for the high energy consuming industries, who are now implementing the general industrial and commercial and other electricity prices and large industrial electricity prices.
2、 Price reduction measures
From February 1 to June 30, 2020, when the power grid enterprises calculate and collect the power charges of the above-mentioned power users (including those who have participated in the market transaction), they shall settle the accounts at 95% of the original household price level.
3、 Further clarify the implementation time of supporting two-part tariff policy
On February 7, 2020, the notice on adopting supportive two-part electricity price policy to reduce the electricity cost of enterprises (fgbj [2020] No. 110) issued by our commission was further clearly implemented until June 30, 2020.
4、 Job requirements
（1） Local price departments should attach great importance to the implementation of policies, strengthen tracking and dispatching, timely find and solve specific problems in the implementation of policies, and ensure the smooth implementation of policies. At the same time, we should take various forms to actively publicize and accurately interpret the policies to reduce the electricity cost of enterprises at different stages, so as to enhance the confidence of enterprises.
（2） Local competent price departments should actively cooperate with local market supervision departments to effectively strengthen the supervision of charging behavior in power transfer links such as commercial complex, industrial park, office building, etc., so as to ensure that the reduced electricity price bonus is transmitted to the end users in time and in full and increase the sense of enterprise acquisition.
（3） Power grid enterprises should actively publicize policies to users, make clear the users corresponding to the price reduction range, properly trace the implementation time of policies, and implement the policies in place as soon as possible.
