1、 Overall situation
In January 2020, there was no occurrence of more than a large number of power casualties, no occurrence of power system hydropower station dam collapse, Dam Overtopping and serious impact on society.
In January, there was one incident of electric power casualties and eight injuries nationwide, with two incidents reduced year on year and three deaths reduced year on year. Among them, there was one accident of personal injury and death in power production and 8 injuries, and the number of accidents was reduced by 2 and 3 year-on-year; the number of personal injury and death in power construction was equal year-on-year.
In January, there was no power safety incident in China, which was equal to the same period last year. No power equipment incidents occurred, the same as last year. No power safety incidents occurred, with a year-on-year reduction of 1.
2、 Personal injury and death of electric power
（1） "1.18" national energy group Ningxia Shizuishan Power Generation Co., Ltd
On January 18, the national energy group Guodian Ningxia Shizuishan Power Generation Co., Ltd. suffered personal injury and death, resulting in the scalding of 8 people in varying degrees. No.11 water supply pump of Hexin pump house of Ningxia Shizuishan Power Generation Co., Ltd. of state energy group is in operation, the electric regulating valve of raw water pipeline B is in fault, and the ice melting equipment of raw water pipeline is started (the ice melting equipment is the direct mixing and heating of high-temperature steam and low-temperature raw water in the pipeline). Shenyang North construction and maintenance Co., Ltd., the maintenance outsourcing unit, during the mechanical limit of the electric valve regulating equipment of raw water pipeline B, the welding junction of the ice melting equipment collapsed, and a lot of internal steam water mixture erupted, resulting in the scalding of 8 people at the site.

3、 Requirements for preventive measures
In January 2020, an accident of personal injury and death occurred in electric power, which resulted in the burning of 8 people at the site to varying degrees, revealing that the risk identification of power generation enterprises is unclear, the prevention and control measures are not real, and the operation ticket criteria are mere formality. In view of the current incident and the next stage of safety production operation, the following requirements are proposed.
（1） We will continue to strengthen the establishment of a two-tier prevention mechanism. All units shall continue to strengthen the construction of hazard classification control and hidden danger screening mechanism, prepare hazard identification cards covering all posts, and strictly implement the preventive measures for high-temperature and high-pressure, limited space, high-altitude edge, flammable and explosive and other high-risk operations. Strengthen the safety management in the whole process of overhaul and technical transformation, strengthen the special demonstration of technical transformation planning, improve the mechanism of hidden danger investigation and treatment, eliminate the equipment abnormality in time, and avoid the hidden danger upgrading to accident. When dealing with defects, it is necessary to strictly implement the work order rules, strengthen the management and control of issuance, approval, recognition and performance, and resolutely not start work if the safety measures are not in place.
（2） Effectively strengthen the safety management of outsourcing projects. Each unit shall further improve and perfect the outsourcing project management criteria and operation mechanism, comprehensively sort out and check the qualification of the outsourcing construction team and personnel, urge the implementation of the construction plan safety measures, strengthen the safety supervision of the construction site, and strictly classify the outsourcing project into the two-tier mechanism of enterprise safety risk hierarchical management and control and hidden danger investigation.
（3） Pay close attention to the safe production of electric power during the period of epidemic prevention and control. At this critical period of epidemic prevention and control, power grid enterprises should reasonably arrange their operation methods, strengthen the inspection of important channel stations, and ensure the safe operation of power grid in the whole country, especially in epidemic areas. Power generation enterprises should make overall arrangements for unit maintenance plan, strengthen fuel material reserve, and ensure the continuous stability of power generation and heating. The electric power construction unit shall adhere to the principle that time is subject to safety and quality, scientifically confirm the time node for resumption of work and production, timely revise the construction industry plan, and prohibit rushing the progress and the construction period. Local government power handling departments and local agencies shall supervise and guide electric power enterprises to formulate and implement plans and safety measures for resumption of work and production, and prohibit forced resumption of work and production "with illness".
