Through the increase of opening and power supply, it can make up for the lack of outward delivery capacity in some periods of hydropower, so as to meet the power demand of the receiving end.
In order to promote the maximum consumption of clean power and comprehensively solve the problem of water abandonment, the traditional mode of water delivery needs to be adjusted and supported by adding a lot of thermal power in the peak load period, which has formed the dilemma of "water delivery at the beginning of war" of low-cost hydropower delivery and high-cost thermal power domestic sales. Sichuan Electric Power Trading Center broke through the fixed thinking, actively communicated with many parts harmoniously, reported the dilemma to the relevant parts of the government, and sought for the idea of breaking the situation. Finally, it established a long-term mechanism of "water and fire binding" outward transmission of Sichuan electric power.
In this way, the primary hydropower enterprises benefit from the transformation of the extra power supply into the priority power supply with better price, which greatly improves the income of hydropower enterprises; in addition, the thermal power enterprises benefit from the addition of the power generation of thermal power enterprises to balance the uncertainty of the hydropower transmission capacity, and the power generation utilization hours of thermal power enterprises will also be improved; in the third place, the income of the receiving power grid will never be due to Sichuan water and other changes reduce the power purchase, and the obtained power purchase and renewable power consumption weight indicators are more guaranteed; finally, the power grid at the transmission end (Sichuan power grid) benefits, eliminating the pressure of power purchase cost caused by the "war to send water".
