Recently, the guidelines for sewage treatment fee reduction and exemption in the central urban area of Guangzhou (Trial) (hereinafter referred to as the guidelines) were issued and implemented by Guangzhou municipal water authority, which clarified the detailed picture and request method of sewage treatment fee reduction and exemption.
The guidance is clear. Any drainage unit or individual that uses urban tap water and self provided water sources (including ground water and surface water) within the downtown area of Guangzhou (Yuexiu, Haizhu, Liwan, Tianhe, Baiyun, jiuhuangpu District, Panyu University City, the same below) can request the reduction of treatment sewage treatment fee if they are consistent with one of the following relief scenarios. The details are as follows:
1. Units or individuals build their own sewage treatment equipment. After the sewage treatment, it can be reused or the treated water quality can meet the national sewage inductive discharge standard (GB8978-1996) or the local standard of Guangdong Province water pollutant discharge limit (DB44 / 26-2001). If it is discharged into the ocean, rivers, lakes, rivers and other natural water bodies, and does not enter the township drainage and sewage treatment equipment, it can request for sewage treatment Reduction or exemption of water treatment fee (for the part that still drains to the township and sewage treatment equipment, the sewage treatment fee shall be paid in full).
2. If the drainage volume is significantly lower than the water consumption due to a large number of transpiration and transpiration, and the drainage outlet has been equipped with automatic online monitoring equipment and other measuring equipment, the sewage treatment fee shall be calculated and levied according to the actual drainage volume of the payer after it is determined and publicized by Guangzhou Water Authority (for enterprises whose products are mainly made of water, the sewage treatment fee shall still be calculated and levied according to the water consumption).
3. For the temporary drainage of the construction preparation work and the drainage of the foundation pit, if the drainage metering equipment has been installed, the sewage treatment fee shall be calculated and levied according to the quantity value displayed by the metering equipment; if the drainage metering equipment is not installed or the metering equipment cannot be used normally, the sewage treatment fee shall be levied according to the construction planning quota.
How to deal with it: a written request must be made to Guangzhou Water Bureau
According to the rules of the guidelines, all drainage units (individuals) in the central urban area who request the reduction or exemption of sewage treatment fee shall submit a written request to Guangzhou municipal water authority and submit relevant information as required. The municipal water authority shall, within 20 working days from the date of acceptance (not included in the announcement time), decide whether to approve the reduction or exemption of sewage treatment fee.
The guidelines together require that, in principle, the period of validity of the sewage treatment fee reduction shall not exceed the period of validity of the sewage discharge permit. In accordance with relevant laws and regulations, units (individuals) that do not need to apply for emission permits are generally valid for 2 years. The units (individuals) that have handled the procedures of exemption and reduction shall actively cooperate in the inspection and supply materials as required. If the inspection does not meet the relevant requirements, the original resolution of exemption and reduction shall be cancelled, and the sewage treatment fee shall be fully charged from the 1st of next month.
