According to the relevant provisions of the approval procedure for environmental impact assessment of construction projects, after inspection, on December 26, 2019, our department plans to make comments on the environmental impact assessment documents of a nuclear and radiation construction project. In order to ensure the seriousness and fairness of this inspection, the basic status of the environmental impact assessment documents to be reviewed and commented is hereby publicized, with the publicity period from December 27, 2019 to January 3, 2020 (5 operation days).
Notice of hearing power: according to the administrative license law of the people's Republic of China, within five days from the date of publicity, the applicant and the good and bad related parties may request a hearing for the following opinions on the approval of the construction project environmental impact assessment documents.

1、 Construction project to be agreed with EIA document
Project Name: environmental impact report for units 3 and 4 of Hainan Changjiang nuclear power plant (site selection stage)

Project Overview: Units 3 and 4 of Changjiang nuclear power plant are located in the plant site of Changjiang nuclear power plant, adjacent to units 1 and 2 in the East. The plant site is about 160km away from Haikou City in the northeast and 150km away from Sanya City in the southeast. Two "hualong-1" nuclear power units are planned to be built in the project. The total investment of the project is about 39.4 billion yuan, of which the total investment in environmental protection facilities is about 768 million yuan.
Primary environmental impact and countermeasures and methods to prevent or reduce adverse environmental impact:
(1) During the construction period of the project, measures such as covering and regular sprinkling will be taken to reduce the impact of dust; the daily sewage and production waste water will be treated and discharged qualified; the solid waste will be treated by classification, and the hazardous waste storage warehouse will be built in the construction area for centralized storage and regular return treatment by the relevant parties; in the later period of the construction of the power plant, the plant will be beautified manually and restored to the scene.
(2) During operation, the primary environmental impact includes the environmental impact of warm drainage, chemical discharge and daily sewage discharge, etc. It has been proved that the impact of temperature rise caused by temperature drainage meets the requirements of current environmental function zoning; there are few chemical substances such as residual chlorine discharged during operation, which will be strictly controlled and discharged as qualified; daily sewage and production wastewater will be reused or discharged as qualified after treatment.
(3) The maximum dose and mass collective dose caused by the hypothetical accident of normal operation and site selection of nuclear power plant to the public are far less than the standard limit value; the discharge of solid waste, liquid waste and gas waste is lower than the national standard limit value; for the accident beyond the planning standard value, the project has set up perfect prevention and mitigation measures for serious accident.
(4) The project has been approved by the development and Reform Commission, Hainan Provincial People's government, etc.
Public Participation: the construction unit has carried out various forms of public participation in the preliminary work, including questionnaire survey and public forum to collect the opinions and opinions of all parties. The construction unit has successively publicized through the citizen government network of Changjiang Li Autonomous County, the website of China Nuclear Power Co., Ltd., the website of Huaneng Nuclear Power Development Co., Ltd., the international tourism island business daily and the on-site village and town paste. The construction unit has prepared the public participation statement separately.
