The reply also said that the preferential policies on charging (hydrogenation) infrastructure and supporting operation services will be continuously improved.

We have received your "proposal on optimizing the business environment". Now we reply to the "introduction of preferential policies for the purchase and use of electric cars" as follows:
In March 2019, the Ministry of finance, the Ministry of industry and information technology, the Ministry of science and technology and the national development and Reform Commission jointly issued the notice on further improving the financial subsidy policy for the promotion and application of new energy vehicles (CJ [2019] No. 138), which proposed that from 2019, "the local government should improve the policy and no longer give subsidies to new energy vehicles (except new energy buses and fuel cell cars), instead of supporting charging (hydrogenation)" In terms of infrastructure "short board" and supporting operation services, if the local government continues to provide subsidies, the central government will make relevant deductions for relevant financial subsidies. " In view of this, in the current situation that the state's subsidy policy for new energy cars has declined, in order to build a just environment, accelerate the society's adaptation to new energy cars, and realize the survival of the fittest through market regulation, our city should not implement subsidy for new energy cars, as well as the implementation of operation subsidy, battery replacement reward and other changes to the subsidy policy.
According to the relevant national policies and requirements, most of the refined oil tax reform and recession funds in our city have been invested in the construction of charging infrastructure, and our city has also issued the implementation plan for the construction of Jinan electric car charging infrastructure to further strengthen the support for charging infrastructure. In the next step, the municipal finance department will continue to follow up the relevant national and provincial policies and trends, actively communicate with the Municipal Transportation Bureau, the municipal development and Reform Commission and other departments, and continuously improve the preferential policies in terms of charging (hydrogenation) infrastructure and supporting operation services.
