This specification will come into effect on July 1, 2020, replacing the original industry specification DL 755-2001. The specification is under the jurisdiction of the State Energy Administration and is proposed by the state energy administration. The national grid operation and Control Standard Committee (SAC / tc446), affiliated to the national dispatching center, is entrusted to organize and complete the preparation. The standard committee organizes and harmoniously establishes the preparation work organization with wide participation and full professional coverage. The members of the drafting group include the power generation enterprises such as the State Grid, the southern power grid, Inner Mongolia power, and the five major power generation groups Industry, electric power planning institute and other planning and design units, scientific research institutions and other 23 units. And an expert advisory group including seven academicians.
The formulation of power system security and stability guidelines is based on the following principles: first, adhere to security, on the basis of inheriting and summarizing the content of the original guidelines, and make up for the new content in combination with the security situation faced by the power system. The second is to make overall planning for economy, and grasp the reasonable balance between security and economy in different levels and regions. The third is to highlight the principle, and put forward the principle requirements and fundamental specifications for the grid and power structure, new energy grid connection specifications and other issues. Fourth, we should pay attention to the systematization, design the standard system of the power system as a whole, and do a good job in the connection of the safety and stability guide, skill guide and other power system specifications. The five is to show the advanced nature, adapt to the development of the power grid, put forward new ideas, regulate the integration of new energy sources, encourage the popularization of new skills and the application of new equipment. Six is to ensure guidance, down-to-earth study and solve the problems exposed in reality and the future of the opposition, put forward guiding opinions. It is a compulsory basic standard to guide the safe, stable, economic and high-quality operation of China's power system in the future.
