Up to now, 404 pilot projects of incremental distribution reform have been approved in four batches throughout the country, and the coverage of cities and regions has been basically completed. By December 2019, 321 pilots (accounting for 80% of the total) have been approved by State Grid business zone, 154 owners have been confirmed (68 of which are participated by the company), 122 companies have been formed, and 63 power business licenses have been obtained.
In case of leakage, State Grid will actively cooperate with pilot application, scientifically prepare grid planning, reasonably divide distribution areas, and provide pilot exit guarantee services.
The company will timely supply the current situation of local power system as required, as well as planning information such as relevant substation interval, line channel and open capacity, and put forward scientific and reasonable planning suggestions to ensure the safety of large power grid and the coordinated development of incremental distribution network and public power grid; encourage the Division of pilot areas in the planning stage of incremental distribution network and promote the smooth progress of reform. For the existing power grid properties within the designated distribution area, State Grid can dispose of them in accordance with laws and regulations by means of property equity, sale, property right replacement, lease and other methods to ensure the safety of state-owned properties.
In terms of high-quality and efficient grid connection service for pilot projects, State Grid will timely discuss and put forward suggestions on incremental distribution network access system according to relevant national standards and industry standards; according to the principle of "no transfer from internal to external" and "one port to external", the marketing department of the local company will accept the grid connection affairs and organize the signing of grid connection contract; strengthen the construction of the superior grid to ensure the connection with the pilot The project is put into production synchronously to ensure the incremental distribution network to be connected to the grid on time; according to the principle of "consistent dispatching and hierarchical management", the incremental distribution network is included in the consistent dispatching management to ensure the safe and stable operation of the incremental distribution network.
In order to accelerate the implementation and effectiveness of the pilot projects participated by the company, it is clear that the feasibility study approval of all the pilot projects and the responsibility of the project company are delegated to the provincial companies; it is necessary to actively support private capital, foreign capital and other social capital to participate in the pilot incremental distribution; it is necessary to optimize the control mode of holding projects, establish a management system suitable for the change requirements and market-oriented direction, and take the target management and target test Based on the operation of the distribution network, the distribution companies are encouraged to explore market-oriented affairs, innovate affairs, formats and business models, improve traditional affairs with new ideas and skills, extend and expand value-added services, build a comprehensive energy platform, and enhance the distribution companies by relying on their own advantages The company's earning ability can improve customers' sense of experience and gain.
